Regulation 8 of the Workplace (Health, Safety and Welfare) Regulations 1992 requires suitable and sufficient workplace lighting and suitable emergency lighting where a lighting failure would expose people to danger. HSE workplace transport guidance says roads, manoeuvring areas and yards should be sufficiently lit, with particular attention to junctions, buildings, plant, pedestrian areas and regular vehicle movement. A WB survey therefore looks beyond fitting wattage to the actual tasks, routes, transitions, glare, shadows, colour recognition and changing site conditions. BS EN 12464-2:2024 is a current reference for outdoor workplace lighting; the applicable criteria, measurements and specialist design inputs are agreed for the project.

What happens during a commercial external lighting survey?
WB first establishes how the area is used, including vehicle and pedestrian routes, tasks, entrances, loading positions, cameras, operating hours and known problems. The survey can review existing fittings, circuits, controls, mounting heights, access, visible condition and sensitive boundaries. Daylight observations, an after-dark review, measured lighting data and photometric calculations are different levels of evidence, so the proposal should state which are included.
Do you assess the site after dark?
Yes, where it is useful, safe and agreed. A dusk or night review can reveal dark patches, harsh pools of light, shadows created by trailers, containers, structures or machinery, glare towards drivers and pedestrians, poor indoor-to-outdoor transitions, sign or colour-recognition problems and camera-facing issues that are easy to miss during daylight. It complements rather than replaces any measurements or calculations needed for the design.
Can WB correct glare or poor aiming without replacing every light?
Often. Depending on the condition and suitability of the existing equipment, options can include cleaning, repair, re-aiming, changing tilt, adding a shield, using a different optic, dimming, rezoning, relocating a fitting or selectively replacing the worst units. If the original mounting position, beam or output cannot meet the agreed criteria, a new fitting or revised layout may be the more dependable route.
Can external lighting improve CCTV performance?
It can support clearer images, but more light is not automatically better. Position, direction, uniformity, colour quality, reflections, backlighting and the camera’s own infrared or exposure behaviour all matter. WB can coordinate the lighting scope with known camera positions and views; final image performance should be checked with the client or security-system provider. Lighting supports surveillance and site management but is not presented as a guarantee against crime.
Which controls suit car parks, yards and external routes?
Photocells suit dusk-to-dawn activation, time schedules suit predictable operating hours, and occupancy or motion detection can reduce run time in genuinely intermittent areas. Dimming, zoning and manual override can combine these approaches. Routes or security functions that need continuous dependable illumination should not be compromised by aggressive sensor settings, so the control strategy follows the site’s actual operation.
Can external lighting operate from emergency or standby power?
Yes, where the site requirement and system capacity support it. Normal external lighting, emergency escape lighting and standby-supported operational or security lighting are not automatically the same system. The essential areas, load, operating duration, changeover behaviour, distribution, control and maintenance route should be defined before connection. Can WB inspect and replace old high-level or weather-exposed fittings?
Yes. WB can plan suitable access, inspect accessible electrical equipment and visible supports, diagnose faults, remove old fittings and install or re-aim replacements. Checks can include water ingress, corrosion, seals, cable entries, earthing, protective devices, controls and visible fixings. A column, bracket, roof or structure that may be unsound can require separate competent structural assessment. High-level work is planned and completed using suitable equipment in line with HSE work-at-height guidance.
Can WB deliver sports pitch and venue floodlighting?
WB can assess a sports-site requirement and confirm the right delivery route before quoting. The electrical scope can include existing-supply review, distribution, controls, installation, high-level access, testing, commissioning, upgrades and maintenance. Different sports and competition levels need different lighting criteria, and projects may also require specialist photometric design, column or foundation engineering, planning, neighbour and light-spill review, ecology input or governing-body requirements. BS EN 12193:2018 is a current sports-lighting reference and covers matters including illuminance, uniformity, glare, colour and measurement; the project team and responsibilities are agreed site by site.
